Planning Commission recommends Bonsall rezone

The county’s Planning Commission voted 7-0 April 4 to recommend a rezone of a Bonsall parcel slated for a condominium project.

The 55.9-acre site at West Lilac Road and Camino Del Rey would be accessed by private roads off of Camino Del Cielo and would include the creation of an 8.6-acre lot for constructing 76 condominium units and a 47.3-acre lot which would be dedicated as permanent open space. The Planning Commission also approved three site plans for the project.

“I do not have any issues,” said Planning Commissioner David Pallinger, who lives in the Gopher Canyon area of Bonsall.

The 47.3-acre lot would include an open space easement totaling 45.5 acres which would be used for the purpose of protecting biological resources. The open space lot would also include public trails and fuel management zones for the condominium complex and for the residential development which abuts the project site.

The 8.6-acre portion on which the condominiums would be built has a Residential (7) land use designation, which permits a density of 10.9 dwelling units per acre, and is currently zoned RV8, or variable family. In order to align the zoning and general plan densities, the rezone would change the residential lot to RV10.

The three site plans are a vesting site plan which is required when a vesting tentative map is proposed, a site plan required by the “B” designator for compliance with the Bonsall Design Review guidelines for the condominium lot, and a site plan for the variable “V” setback designator.

The Board of Supervisors will consider the site plans during the same hearing as that for the rezone.
