Rainbow, FPUD to hold joint workshop on JPA

The proposed joint powers agency involving the Rainbow Municipal Water District and the Fallbrook Public Utility District will be the subject of a February 12 workshop involving both boards and including public input.

The joint workshop will take place in the FPUD board room and will begin at 4 p.m.

Rainbow general manager Dave Seymour, FPUD general manager Brian Brady, and the legal counsel for the two districts have been developing the draft agreement for the joint powers agency. The draft document was taken to the two boards during their January meetings for comment.

In January the fourth Tuesday occurred prior to the fourth Monday, so Rainbow’s board addressed the document first on January 22.

“They wanted to have a board workshop. They felt there wasn’t enough time that they could dedicate,” Seymour said.

FPUD’s board agreed to the workshop on January 28.

“It will give the board maybe four hours or so to go through line by line,” Seymour said of the joint workshop.

Seymour added that the invitation for public comment will also enhance the eventual agreement.

“Hopefully that will give us an opportunity to bring back a final document,” he said.

“Depending on how the workshop goes we may be bringing back the draft agreement for approval as early as the next board meeting,” Brady said.

FPUD’s next regular board meeting will take place February 25 while the next regular Rainbow board meeting will occur February 26.
