Rain wreaks havoc on local roadways

Locally 3 inches of rain has fallen and 1 to 1.5 inches of additional rain is expected. Rainfall rates of 0.25 to 0.50 inches per hour are expected. In additional 4 to 6 inches of rain has fallen across the higher elevations and this significant rainfall will continue to run downstream into the flooded or high water levels along the coast and valley.

Here are some of problems locally.

BONSALL - There are reports that a mudslide covering almost the entire southbound lane of Hwy 395 1/2 mile south of 76, has caused the shutdown of that lane in Bonsall.

DELUZ - Flooding has caused roads in DeLuz to close - The Santa Margarita River is expected to reach the Action Monitor Stage - The Stage at which initial action must be taken by concerned interests (livestock warning, removal of equipment from lowest overflow areas, or simply general surveillance of the situation). This level may produce overbank flows sufficient to cause minor flooding of low-lying lands and local roads. TEMECULA - A woman whose vehicle ended up in a flooded ditch today near Interstate 15 in Temecula was rescued by firefighters, who used a ladder as a bridge to bring her to safety.

The rescue occurred about 11:30 a.m. adjacent to northbound I-15, just north of Rancho California Road, according to the California Highway Patrol.

Witnesses saw the victim’s black Acura roll off the right shoulder of the freeway and into an overflowing creek bed, according to reports from the scene.

Two engine crews, numbering about 10 firefighters, were sent to the location and found the motorist on top of her vehicle, which had water up to the windows, according to the Riverside County Fire Department.

The water was flowing at a slow rate, but the victim was frightened, a fire department spokeswoman said.

Firefighters extended a ladder to the open passenger side of the vehicle, and the motorist “took four steps across the ladder to the arms of an awaiting firefighter,” she said.

The motorist was not injured.

A tow truck was able to extend a wench line to the partially submerged vehicle and pull it out of the water a short time later, according to the CHP.
