During the October 2003 wildfires, most of the fatalities were citizens who were trying to evacuate but were caught in traffic on congested roads. The October 2007 Rice Fire, which forced the evacuation of most of Fallbrook, also closed Interstate 15, so Fallbrook residents had to evacuate through Camp Pendleton and had long wait times to evacuate. San Diego Gas & Electric is planning to replace some ancillary pipes around SDG&E’s Rainbow pressure limiting station. An easement to use land owned by the Metropolitan Water District of Southern California was necessary, and the MWD board approved the granting of a permanent easement to SDG&E Tuesday, July 9. The Rainbow Municipal Water District has a 14-inch water main which runs through the planned Bonsall Community Park. An easement for that water main was recorded in 1959 but due to a survey error did not include the area with the actual infrastructure. The grant agreement between the North County Fire Protection District and the Fallbrook Regional Health District has been revised. The health care district had been funding half of the cost of new and refurbished NCFPD ambulances including equipment.
