Observation of RMWD

One woman’s observation of the Rainbow Municipal Water District (RMWD) Board: I have attended meetings since it was proposed the sewer line cross the middle of my backyard in the early 1990s. One gets a gastronomic feeling as to what will happen next, usually nothing as far as the board goes, in the hopes the problem will go away if they keep deferring it.

Last month they were to vote on appointment for the vacant Division One. Two men applied: Mr. Salvagno, who has attended a couple meetings, and Mr. Walson, who is well qualified for the position and has attended the meetings for years. Bopf and Hatfield wanted more information of the candidates, so deferred to the October 13 meeting. If there is the usual two-to-two split, it could go to a Bonsall (Div. 1) vote, but, alas, could there be another two-to-two split? No election? In that case it would go to an appointment by Bill Horn. C’est la vie, another recall.
