Bonsall Rotary guest speaks on Indian Gaming

Nancy C. Carter, Legal Research Center Director and Professor of Law at UCSD, spoke recently to Bonsall Rotary about Indian gaming. One of her first points was that 75 percent of gaming tribes do not make individual direct financial distributions. Revenues are mainly used for infrastructure, education, public health and safety, housing and economic development. All state lotteries are operated by governments (Indian tribes are governments, for example).

California has some 100 Native American Tribes. About half of these tribes are involved in gambling. The overall Indian economy is improving but this is just a start. Lots of problems still exist and will take a long time to change.
