County approves vacation of Hollyhill Road portion

The County of San Diego has vacated the public portion of Hollyhill Road in Bonsall.

A 5-0 Board of Supervisors vote November 15 approved the resolution to vacate the public road interest, which will allow the adjacent property owners to utilize the property and provide better security. The property owners along the private portion of Hollyhill Road had requested the vacation of the public portion, which is an abandoned portion of Old Gopher Canyon Road.

When Gopher Canyon Road was realigned, the remaining segment became a spur road which provided the residents of Hollyhill Road with access to the new Gopher Canyon Road. The average slope of the road is less than 20 percent, and the road easements to be vacated have not been improved and are currently not used to provide access to any adjacent parcel. The portion to be vacated is not in the Circulation Element, and the county’s Department of Public Works has determined that the vacated portion is excess right-of-way which is no longer needed for any existing of future public improvements and that the portion will not be useful as a trail or other non-motorized transportation facility. There are no public utility facilities located within the easement.

A private road easement has been dedicated to the adjoining property owners to provide access. The ownership interests in the public portion will be sold at an appraised value to the adjoining property owners.

On April 4 the Bonsall Community Sponsor Group voted 6-0 to recommend approval of the easement vacation.
