Supervisors grant Emergency Watercourse Grading Permit to All Season RV Park

The San Diego County Board of Supervisors approved the issuance of an Emergency Watercourse Grading Permit for the All Season RV Park in Bonsall to remove approximately 20,000 cubic yards of silt and sand from a man-made lake which functions as a desilting basin.

The supervisors’ 5-0 vote November 15 authorizes a permit for a term of 12 months and makes findings that an emergency warranting immediate removal of sediment from the basin exists. All Season RV Park will be responsible for obtaining any additional necessary permits from Federal or State resource agencies.

The basin is located on Moosa Creek between Highway 15 and Old Highway 395 north of Gopher Canyon Road. Recent rains have created unexpectedly heavy silt deposits and have reduced the basin’s capacity quicker than expected. Runoff from even a modest winter storm carries the possibility of exceeding the basin’s capacity which would damage adjacent homes and property, so a need for immediate action was deemed to exist.

Although an Emergency Watercourse Grading Permit for small amounts may be issued through administrative channels, County Code Section 87.606(a) stipulates that approval of the Board of Supervisors is needed if the material to be removed from a watercourse exceeds 10,000 cubic yards.

County staff has reviewed the permit application and believes that a permit may be issued. The material to be excavated will be transferred to an approved off-site location and the removal operation will not impair, impede, or accelerate the flow of water in the basin. The permit will allow the desiltation basin to be restored to its original condition and will make room for potential new flows.

All Season RV Park, LLC, will be responsible for the entire cost to remove the accumulated material.
