Moyse appointed to FBK Healthcare District board

Hollis Moyse was appointed to fill the vacancy on the Fallbrook Healthcare District Board.

Because the vacancy was created by an insufficient number of candidates filing for seats in the November 2006 election, the vacancy was filled by the San Diego County Board of Supervisors rather than by the other members of the hospital district. The current healthcare district board was allowed to make a recommendation, which was ratified by the Board of Supervisors on December 12.

“The board had a number of good applicants,” Moyse said. “I was fortunate to get their nod.”

Only two candidates filed to run for the three available seats. Sharon Mullin did not seek re-election, and since Mullin is professionally an accountant the board stood to lose Mullin’s financial expertise unless it was replaced by the new board member.

“My background was finance,” Moyse said. “I figured my expertise, so to speak, in finance might be useful.”

Moyse is now retired but once held the Certified Public Accountant credentials Mullin currently possesses. Moyse was born in New Jersey but to California parents, and he was one year old when his family returned to California. He graduated from Hollywood High School in 1948 and then split the next seven years between UCLA and the Army before graduating from UCLA in 1955.

Moyse began his accounting career with Price Waterhouse, and between 1962 and 1975 he was the treasurer for the Santa Catalina Island Company, which was owned by the Wrigley family. He spent the next 17 years in Chicago as the treasurer for the William Wrigley Jr. Company, which is publicly owned and on the New York Stock Exchange.

Moyse and his wife purchased their Fallbrook house in 1989 but did not move to Fallbrook until Moyse retired in March 1992. Shortly after moving to Fallbrook, Moyse’s wife had surgery at Fallbrook Hospital. “I was very impressed with the quality of work which was provided for her and the friendliness of the staff,” Moyse said.

Moyse joined the hospital’s auxiliary in 1993. “I’ve enjoyed it ever since,” he said. “It’s been a challenging but a very rewarding involvement.”

In 13 years with the auxiliary, Moyse has volunteered more than 4,500 hours of his time. That has given him familiarity with the other hospital board members as well as with many members of the hospital staff. “I know most of the personnel there,” he said.

That familiarity may assist in his transition to the hospital district board, but it won’t make his position as a board member easier. “I’m aware of the challenges faced with respect to operations there,” he said.

While Fallbrook Hospital is expected to meet the 2008 and 2013 seismic requirements, it likely won’t meet the earthquake requirements for 2030. “At some point in time there will have to be major work done or a new hospital provided by the community,” he said.

Moyse is willing to take on such a major financial planning commitment during his term, which expires on December 31, 2010. “I won’t be around at the time – I’ll be 100 years old – but the planning has to start many years earlier,” he said.

The challenges don’t diminish Moyse’s enthusiasm for serving on the board. “I’m looking forward to it,” he said. “I’m here to work with the community and the Fallbrook that we love.”
