Debra Bowen, installed January 8 as California Secretary of State, has appointed attorney Lowell Finley as her deputy in charge of voting machinery. Mr. Finley is the co-founder and co-director of the election-integrity group Voter Action and one of the nation’s top critics of unverifiable electronic voting systems. He has been a key player across several states in the legal battles against voting machine companies such as Diebold, ES&S and Sequoia Voting Systems.
