Parking ban approved for Palomino Road

The San Diego County Board of Supervisors approved a parking prohibition on Palomino Road.

The ordinance for the ban covering the north side of the street for 140 feet between Emerald Ridge Road and the end of the county-maintained area had its first reading and introduction at the supervisors’ June 20 meeting. The second reading and adoption is scheduled for July 25; if approved at that meeting, the ordinance will take effect August 24.

Palomino Road measures 28 feet in width. An April 2007 traffic count east of Emerald Ridge Road indicated a two-way average daily traffic volume of 1,520 vehicles. The road narrows to a 12-foot-wide private roadway at the end of the county-maintained segment.

The county’s Traffic Advisory Committee reviewed the proposed parking ban on April 20. While the TAC expressed concern with compliance, the California Highway Patrol representatives indicated that a parking prohibition would alleviate unlawful long-term parking which has been observed by law enforcement officers. Although the CHP representatives warned that the parking ban would not eliminate the problem entirely, a posted parking prohibition would provide probable cause to approach and question offenders who may be frequenting the area for illicit purposes.

A representative of the Fallbrook Community Planning Group expressed support for the parking prohibition to address the existing conditions and noted that a parking ban will also provide a safe staging area for vehicles while waiting for a clear entrance into the narrower public roadway.
