Question to the Fallbrook Community Planning Group, San Diego County Commissioners or anyone who can answer

There are daily articles in the newspapers and on television giving warnings that the Southland cannot ignore regarding the certain water shortage. Quoting from a San Diego Union-Tribune, August 12 article by Jeff Kightlinger.....”The hub of California’s water system, the delta has long been a source of debate. But this emerging conflict is unlike any other. The delta’s ability to move sufficient supplies, even in a rainy year, is now in jeopardy. That stands to dramatically affect San Diego County, millions of Southern Californians and millions of acres of farmland in the San Joaquin Valley that all depend on this delta”. Locally we have been asked to save 20 gallons per day, per person from our personal use. During our recent record setting heat wave, black outs occurred for many districts and we were all warned about electrical usage. Cost for these commodities and sewage increase yearly.

My question: Why are plans for large residential units, industrial and shopping complexes as well as community colleges being approved now? What are these new residents, in addition to the existing residents, going to do when water and possibly electricity are rationed? What am I missing?
