Supervisors approve bid, award process for Osborne Street work

The San Diego County Board of Supervisors approved the advertisement for bids and subsequent award of a contract to enhance sight distance on Osborne Street by lowering the hill east of Hutchison Street.

The supervisors’ 4-0 vote, with Greg Cox absent at the time of the approval, also establishes appropriations for the work and authorizes the director of the county’s Department of Public Works to execute agreements with the appropriate utilities whose facilities will be relocated as part of the construction project.

“I think it’s an important safety project,” said Department of Public Works director John Snyder.

The vertical curve of the hill east of Hutchison Street limits sight distance on Osborne Street. The project will lower the hill by seven feet and will relocate the utilities affected by the construction. The hill will be lowered between the intersection and approximately 500 feet east of Hutchison Street.

The Bonsall intersection is approximately one-quarter of a mile from the Oceanside city limits and one-eighth of a mile from the Vista city limits. The area is in the Vista Irrigation District, which will contribute $50,000 for the utility relocation effort, and the City of Oceanside’s Water Utilities Department will provide $390,764 for utility relocation expenses.

Another $750,000 will be provided from a California Department of Transportation grant. CalTrans approved a $360,000 Hazard Elimination System program grant in September 2005 and in January 2007 approved an additional $390,000. CalTrans has also approved the construction authorization.

The supervisors appropriated $1,440,764 for the project. The remaining $250,000 was obtained from a balance available in the county’s Road Fund.

A detour will avoid the need to construct a temporary road and will save approximately $300,000. Westbound traffic on Osborne Street will be detoured at the intersection with East Vista Way and will be directed north on East Vista Way and then west on Hutchison Street; eastbound traffic will be detoured in the reverse direction.

Access to homes on Osborne Street will be maintained during the construction period, and property owners and residents will be notified in advance of the detour, which is expected to last from six to eight weeks.

“We’re going to try to get the job done promptly so we can minimize the detour that’s necessary for a piece of the work,” Snyder said.

The project also required the acquisition of temporary easement rights to reconnect driveways and minor acquisition of road, slope, and drainage easements adjacent to the road. All four property owners provided the necessary easements.

The construction is scheduled to begin in December and be complete by April.
