CWA vote entitlement percentage unchanged for RMWD, FPUD

The San Diego County Water Authority board approved the 2008 vote entitlement for SDCWA member agencies, and both the Rainbow Municipal Water District and the Fallbrook Public Utility District will have the same weighted vote as they had in 2007.

The Rainbow Municipal Water District will once again have 4.20 percent of the CWA weighted vote and FPUD will have a weighted vote of 2.51 percent. Camp Pendleton, which had a weighted vote of 0.16 percent in 2007, will have a weighed vote of 0.15 percent for 2008.

The member vote entitlement is calculated based on the total financial contribution from each agency. The contribution amount includes all taxes, assessments, fees, and charges paid to or on behalf of the CWA by property located within the member agency’s boundary. The cost of water treatment is not included in the total financial contribution, but the totals include standby charges, capacity charges, infrastructure access charges, readiness-to-serve charges, connection and maintenance fees, and annexation fees as well as charges for water delivered and sold to CWA member agencies. The contribution amount covers the fiscal year ending June 30.

The Rainbow Municipal Water District had a total financial contribution of $321,636,756, FPUD’s total financial contribution was $192,099,454, and Camp Pendleton’s contributions totaled $11,581,633.

The CWA board approved the vote entitlement December 6.
