Anderson pushes to stop scrap metal theft

SACRAMENTO — Assemblyman Joel Anderson (R-El Cajon) has joint-authored Senate Bill 691, introduced by Senator Charles Calderon (D-Montebello), which will take strong action to stop scrap metal theft.

“Whether it’s stolen fire hydrant caps, stripped machinery or gutted automobile engines, many municipalities, businesses and citizens are being plagued by this expensive crime,” said Anderson.

Scrap metal theft costs private property owners and governments millions of dollars each year.

After receiving input from public agencies, businesses, citizens and industry representatives, Anderson suggested key amendments to strengthen SB 691. Anderson’s amendments will require junk dealers and recyclers to comply with additional requirements including:

• Thumbprints for every transaction

• Payment to be made by check only, three days after the transaction

• ID copied and photo or video for every sale

• Monthly and weekly reporting to local law enforcement

• Strict fines for offenders

“It is time for the law to be clear: making money off of stolen property is a crime,” said Anderson, who has been enlisting local government and business support for this bi-partisan bill. Supporters include San Diego Mayor Jerry Sanders, SANDAG, the San Diego Sheriff and District Attorney and numerous business groups.

This legislation is also supported by the Institute of Scrap Metal Recyclers.
