FUHS senior wins regional scholarship competition

FALLBROOK — Mirna Chavarria doesn’t let obstacles get in her way. She has been faced with intense personal struggles in her family; those challenges might have overwhelmed someone else not as determined to rise above, but not Chavarria.

The Fallbrook Union High School student was selected to win a $1,000 scholarship from the California Special Districts Association in an annual competition to award scholarships to graduating seniors who excel.

She was nominated by three local special districts: the Fallbrook Public Utility District, North County Fire Protection District and Mission Resource Conservation District.

FPUD, North County Fire and Mission Resource do not fund the scholarships but screen applications for the CSDA and make a nomination.

Chavarria is a remarkable honor roll student who is an active volunteer in Fallbrook youth groups, AVID and community groups such as Arts in the Park, Adopt-a-Block and Breaking Down the Walls.

She takes AP and advanced classes and has a 3.5 grade-point average. Her application, transcripts and personal essay demonstrate that she is extremely bright, determined, insightful and a talented writer.

Her personal essay, in fact, was so compelling, that judges immediately and unanimously chose it.

Chavarria was recognized at a special CSDA award dinner May 15 in San Diego. She was also recognized at the FPUD board meeting on May 19.

“The purpose of the scholarship program is to increase knowledge and awareness of special districts and their role in local government,” said FPUD General Manager Keith Lewinger.

Special districts are formed to provide services like water, fire protection, sewer service, irrigation and protection of natural resources and are the most direct link to government for many Californians, yet few people understand how they work. Each special district has an elected board of directors that holds public meetings, much like a city council.
