Planning Commission approves Country Gardens II permit

The county’s Planning Commission voted 7-0 September 19 to approve a major use permit for the Country Gardens II group care facility.

Country Gardens II will serve those with degenerative memory diseases.

The 16,780-square-foot facility at the northwest corner of South Mission Road and Overland Trail will include 27 suites which will support 49 beds.

The facility will also provide 22 on-site parking spaces as well as landscaping.

“It’s an outstanding amenity to the Fallbrook village,” said designer Tom Edgemon of TNBC.

Country Gardens II will be owned and operated by Karl and Barbara Zinner, who own and operate the existing 14-bed Country Gardens facility on Hillcrest Lane.

The new facility will include two suites specifically oriented for hospice care, a visiting physicians’ suite to facilitate private patient counseling, an on-site podiatrist suite, and an on-site beauty salon.

Country Gardens II will be a single-story facility with wood-framed stucco clad. “We designed it as one large home,” Edgemon said.

The two-acre parcel is currently undeveloped and is zoned Rural Residential, which permits group care facilities if a major use permit has been issued.

Access to Country Gardens II will be provided by a driveway from South Mission Road.

The off-site improvements will include construction of a deceleration lane along South Mission Road.

Country Gardens II will also maintain a nearby sycamore tree to 14 feet, providing 500 feet visibility for turning onto South Mission Road.

A new public roadway to Overland Trail will be dedicated and built to county standards. “We’re trying to be good neighbors,” Edgemon said. “This is a far superior entry they get.”

Country Gardens II will also clean up the bridge which was once part of US Highway 395 and connect a walking trail to that bridge.
