CWA vote drops slightly for FPUD, Rainbow

When the San Diego County Water Authority board approved the 2010 vote entitlement for SDCWA member agencies December 17, the Rainbow Municipal Water District and the Fallbrook Public Utility District were given a slight decrease in their weighted votes from the agencies’ 2009 vote entitlements.

Rainbow will have a 4.16 percent share of the CWA weighted vote during Calendar Year 2010 board meetings while FPUD’s share of the weighted vote will be 2.48 percent. Rainbow had a 4.20 percent weighted vote for 2009 board meetings and a 4.22 percent share of the vote in 2008. FPUD had a 2.50 percent weighted vote in 2009 and a 2.51 percent weighted vote for 2008.

Camp Pendleton, which had a weighted vote of 0.14 percent in 2009, will have that same weighted vote for the 2010 meetings. Camp Pendleton had a weighted vote of 0.15 percent in 2008. The member vote entitlement is calculated based on the total financial contribution from each agency. The contribution amount includes all taxes, assessments, fees, and charges paid to or on behalf of the CWA by property located within the member agency’s boundary. The cost of water treatment is not included in the total financial contribution, but the totals include standby charges, capacity charges, infrastructure access charges, readiness-to-serve charges, connection and maintenance fees, and annexation fees as well as charges for water delivered and sold to CWA member agencies. The contribution amount covers the fiscal year ending June 30.

The total financial contribution of all 24 CWA member agencies was $8,455,219,338 for the period ending June 30, 2009, an increase from the previous year’s $8,061,442,437 total and the $7,656,042,084 for 2006-07. For the most recent completed fiscal year, Rainbow provided $351,566,225 in contributions, FPUD had total contributions of $209,683,896, and Camp Pendleton’s contributions were $11,673,157.

Rainbow’s 2007-08 contribution was $337,153,258 while the district provided $321,636,756 in 2006-07 contributions. FPUD’s past contributions included $201,313,627 for Fiscal Year 2008 and $192,099,454 in Fiscal Year 2007. Camp Pendleton’s total contributions were $11,581,633 in 2007-08 and $11,623,735 in 2006-07.
