Supervisors grant time extensions for 17 subdivision agreements, seven in Bonsall and Fallbrook

The San Diego County Board of Supervisors voted 5-0 March 24 to extend the performance completion dates for the infrastructure of 17 approved subdivision maps, including seven maps in Bonsall and Fallbrook.

The dates by which the infrastructure must be completed, in the absence of a subsequent time extension, is now March 24, 2012, for all 17 projects. The agreements cover completion of road, water, sewer, and other infrastructure improvements but do not require completion of the homes or other lot improvements themselves.

A tentative parcel map becomes a final map after all conditions of the tentative map, other than those for which permits cannot be issued until a final map is recorded, are fulfilled. A final map is required for grading and building permits. The conditions of a final map include secured agreements to ensure that the infrastructure will be built and that payment for labor and materials used to build the infrastructure will be made. Improvements identified in a secured agreement are required to be completed within two years of the approval of the final map, although if circumstances prevent the improvements from being completed by the agreement’s expiration additional time may be requested to complete the infrastructure.

The county’s Department of Public Works reviews existing agreements and their bonding requirements to determine if time extensions are warranted. The 17 subdivision maps approved for time extensions all have adequate security to guarantee completion of the remaining work.

Three of the subdivision maps are for Sycamore Ranch lots being developed by William Lyon Homes. Two of those subdivision tracts are off of Knottwood Way while the other is off Flowerwood Lane. Extensions were also given for the Lake Rancho Viejo Unit 3 map being developed by K. Hovanian and off of Lake Circle Drive, Brook Hills Unit 2 developed by Appleton Brook Hills, LP, and off of Via Monserate, the Puerta De Lomas subdivision off the street with that name and developed by 8000 M, LLC, and the KB Homes project known as Shadow Ridge off of Gum Tree Lane.
