How government works

Once upon a time, the government had a vast scrap yard in the middle of the desert. Congress said, “Someone may steal from it at night.” So they created a night watchman position and hired a person for the job.

Then Congress said, “How does the watchman do his job without instruction?” So they created a planning department and hired two people: one to write instructions, and one to do time studies. Then Congress said, “How will we know the night watchman is doing his job correctly?” So they created a quality control department and hired two people, one to do studies and one to write reports.

Then Congress wondered, “How will these people get paid?” So they hired a time keeper and payroll officer. Then Congress said, “Who will be accountable?” So they created an administrative section and hired an administrative officer, an assistant administrative officer, and a legal secretary.

After a year, the project was $18,000 over budget. To cutback overall costs, they laid off the night watchman.

Does anyone remember the establishment of the Department of Energy (DOE) under the Carter administration?

The DOE was instituted in 1977 to lessen our dependence on foreign oil. Now this “necessary” department’s budget is 24.2 billion a year. In 1977, 33 percent of oil consumption was foreign imports. Today, 70 percent of our oil consumption is foreign imports.

Now we are going to turn the banking system, health care and the auto industry over to the same government. How sad!
