Vessels Ranch should not render the Southern Alternative unmitigable

I don’t understand why Caltrans characterized the proposed Southern Alignment for the final phase of SR76 as “unmitigable” because, in major part, it will cut across Vessels Ranch. When the Vessels Family purchased their 2,000-acre ranch, they had to have known that Dulin Road is also planned to eventually bisect a portion of their property.
