The Upper San Luis Rey Resource Conservation District board finally has a quorum.
Two vacancies on the five-member board remain unfilled, but on September 14 the San Diego County Board of Supervisors ratified the appointment of Lin Burzell to fill the seat vacated by the retirement of Oggie Watson. Burzell’s term expires November 28, 2012, although he would be eligible to be re-appointed for a new four-year term.
