On June 14, 2007, Granite Construction filed a Change of Zone Application No.7508 to change 110 acres of their proposed Liberty Quarry site from Rural Residential to Mineral Resources and Related Manufacturing.

On this mountaintop site, Granite proposes to build one of the largest blasting quarries in the U.S adjacent to a nature research reserve and within a short distance to the populations of Temecula, Fallbrook, Rainbow and De Luz.
