Local street improvement program update revises funding

The annual update of San Diego County’s TransNet Local Street Improvement Program modified the TransNet funding for the Camino Del Rey drainage project while programming closeout funding for the intersection improvements at Stage Coach Lane and Reche Road and at East Vista Way and Gopher Canyon Road.

The San Diego County Board of Supervisors voted 5-0, March 14, to approve the updated list of projects which will be funded by TransNet local streets and roads revenue over the next five years.

In 2004, the county’s voters passed an extension of the half-cent TransNet sales tax, which is divided between highways, transit and local streets. The county receives approximately $15 million of TransNet revenue each year for local streets and roads. The Regional Transportation Improvement Program is coordinated by the San Diego Association of Governments, which administers the TransNet funding, and the RTIP includes the TransNet Local Street Improvement Program. The RTIP is updated every other year – the most recent San Diego Association of Governments update was approved in September 2016 – but is amended on a quarterly basis. The county updates its Local Street Improvement Program annually, and the 2018 update will be incorporated into the association’s new RTIP, which will cover fiscal years 2018-2019 through 2022-2023. The RTIP approved in 2016 is for fiscal years 2016-2017 through 2020-2021.

The improvements to the intersection of Stage Coach Lane and Reche Road widened the approach to the intersection to allow for additional turn lanes and also accommodate bicycle and pedestrian improvements. The 2016 plan earmarked $1,600,000 of funding for fiscal year 2016-2017. The update provides an additional $200,000 during fiscal year 2018-2019 for project closeout tasks.

The intersection improvements at East Vista Way and Gopher Canyon Road added turn lanes, and the 2016 RTIP designated $1,050,000 of funding during 2016-2017. TransNet expenditures of $160,000 for that intersection in 2018-2019 are among the updates.

In 2015, the county amended its Local Street Improvement Program to add the Camino Del Rey drainage improvements, which will upgrade the existing drainage system to accommodate a 100-year flood. The 2016 RTIP called for $8,799,000 of TransNet expenditures, covering $970,000 in 2016-2017, $949,000 during 2017-2018, $1,560,000 for 2018-2019, $4,240,000 in 2019-2020 and $1,080,000 during 2020-2021. Although the actual project cost estimate is unchanged, the amount funded by the TransNet tax was reduced to $4,356,000 in the updated plan which now earmarks TransNet expenditures of $1,000,000 for 2018-2019, $504,000 during 2019-2020, $10,000 in 2020-2021, $10,000 during 2021-2022 and $1,000,000 for 2022-2023.

The county now uses TransNet funding for asphalt concrete overlays, and the 2016 RTIP included a five-year amount of $17,171,000 including $6,470,257 for the 5th Supervisorial District. The annual amounts for the 5th District maintenance, and overlays were $634,257 in 2016-2017, $685,000 during 2017-2018, $838,000 in 2018-2019, $2,119,000 for 2019-2020 and $2,194,000 during 2020-2021. The new 5-year total amount of $25 million includes $9,172,920 for the 5th District, consisting of $876,000 during 2018-2019 and $2,074,230 annually between 2019-2020 and 2022-2023.

The county’s annual cost share of $13,000 for the regional traffic signal management program was reduced to $12,500, and the RTIP will be amended to add that expense for 2021-2022 and 2022-2023.
