Supervisors approve Clemmens Lane Park improvements

The San Diego County Board of Supervisors authorized the advertisement for bid and subsequent award of a contract to provide improvements for Clemmens Lane Park.

A 5-0 board of supervisors’ vote May 9, authorized the director of the county’s Department of Purchasing and Contracting to take the necessary actions to advertise and award a construction contract, designated the director of the county’s Department of Parks and Recreation as the county officer responsible for administering the contract and found the project categorically exempt from California Environmental Quality Act review.

“I think the community of Fallbrook will really enjoy updates to Clemmens Lane Park,” Supervisor Bill Horn said.

Clemmens Lane Park opened in 2009 and currently has a small soccer field, a sand volleyball court, a picnic area with barbecues and a children’s playground with shade sails. The Department of Parks and Recreation has monitored usage of the 0.56-acre park and has determined that a restroom and additional soccer space is needed while also deeming the volleyball court to be underutilized by the community.

In April 2017, the board of supervisors approved the county’s 2017-2018 Community Development Block Grant funding plan which included $257,083 to design and construct a synthetic turf soccer field and a restroom at Clemmens Lane Park. That funding included $7,083 for environmental review – the federal funding from the U.S. Department of Housing and Urban Development made the project subject to National Environmental Protection Act review, so $250,000 is still available for that project.

The volleyball court will be converted into the synthetic turf soccer field. The restroom will replace an existing disturbed plant bed and will also include sewer utility connections to Clemmens Lane. The contract will also install vertical cushion panels on the existing perimeter fencing surrounding the soccer field.

The estimated construction cost including contingency is $200,000, and the remaining $50,000 will cover design, construction management, inspection and project administration expenses. Construction is scheduled to begin in summer 2018 and be complete in fall 2018.
