Insituform wins bid to reline sewer mainlines, manholes

Insituform Technologies was the successful bidder for a Fallbrook Public Utility District contract to reline FPUD sewer mainlines and manholes.

A 5-0 FPUD board vote, July 23, awarded Insituform the contract for the company’s bid of $259,541.60. The work will reline 1,724 linear feet of sewer mainlines with a cured-in-place lining and provide in-place rehabilitation and epoxy coating for 12 FPUD manholes.

“This is just a program to extend the life of existing sewer infrastructure,” FPUD acting general manager Jack Bebee said. “Instead of doing more costly replacement, we reline them.”

FPUD staff prepared a bid package, and two firms replied before the June 27 bid opening date. Insituform had the low bid while Nu Line Technologies submitted a proposal for $560,800. FPUD staff knew that the specialty nature of the work would limit the number of bidders. Following the receipt of the bids FPUD staff reviewed Insituform’s references and determined that similar work Insituform had performed for other agencies met FPUD’s standards.

The relining is expected to begin within the next two months.

“It will be an ongoing annual program,” Bebee said.
