FPUD approves change order for Highway 395 pipeline relocation

The Fallbrook Public Utility District project to relocate a pipeline underneath Old Highway 395 has been modified slightly.

A change order was approved by the FPUD board on a 5-0 vote Aug. 27. The modification increases the contract amount by $81,019.88 while extending the completion date by seven calendar days.

"The contractor encountered some unexpected rock," said FPUD general manager Jack Bebee.

FPUD has implemented a pipeline replacement program to protect the long-term integrity of FPUD's pipeline system. Replacements are prioritized based on age, condition, and how critical the need for replacement is. A 2017 inspection found that portions of a pipe were exposed above ground in the bottom of a drainage east of Old Highway 395 and that the pipeline had substandard structural supports. That pipeline is one of the main water supply pipelines for FPUD.

District staff recommended that the exposed portion of the 24-inch pipeline be relocated to a new location buried within the roadbed of Old Highway 395, and FPUD staff prepared a design package and solicited bids. The bid results were brought to the FPUD board on Jan. 22, and a 5-0 vote awarded a contract to Weka, Inc., for the Highland company's bid amount of $460,727.

Unforeseen site conditions associated with granite rock within the trench line of the new pipeline necessitated additional rock excavation and hauling work. Weka excavated, screened, and exported approximately 233 cubic yards of granite bedrock which had been discovered in the trench line during construction.

The rock removal caused the trench excavation to exceed the bid quantities of base pavement, cold milling, and asphalt overlay, so that was also included in the change order. The original specifications called for cement mortar lined and coated pipe with a 45 degree bend, but that would have created an excessive angle down so the change order also covered the purchase and installation of 24-inch CML&C pipe with a 22 1/2 degree bend.

FPUD staff and Weka negotiated a change order which brings the total contract amount to $541,796.98 and FPUD's board ratified the change order.

The additional excavation work also warranted a change to the project completion date from Oct. 18 to Oct. 25.
