Joe's Paving given FPUD contract for Winterhaven/Winterwarm repair

Joe’s Paving Company Inc. was the successful bidder for the Fallbrook Public Utility District contract to repair and replace road surface on Winterhaven Road and Winterwarm Drive. A 4-0 FPUD board vote Sept. 24, with Milt Davies absent, awarded Joe’s Paving the contract for the Valley Center company’s bid of $52,718.82.

“We had a leak, and we’ve got to fix the road,” FPUD general manager Jack Bebee said.

FPUD’s ten-inch main underneath Winterhaven Road and Winterwarm Road failed July 24, which allowed 120,000 gallons to flow north on Winterhaven Road underneath the pavement. That leak damaged the road 200 feet north of Gracey Lane. FPUD made permanent repairs to the pipeline, but without the paving repair, Winterhaven Road and Winterwarm Road are in jeopardy of becoming unsuitable for vehicular traffic.

In 2016 FPUD adopted a policy of competitive solicitations for as-needed paving work based on estimated quantities and unit pricing, and the paving contracts are awarded on an annual basis. In February 2018, FPUD’s board authorized as-needed paving contracts with Joe’s Paving as the primary contractor for asphalt paving work, and Kirk Paving Inc. was chosen as the alternate in case Joe’s Paving is unavailable for the needed work with Hardy and Harper Inc. being the as-needed concrete paving contract recipient.

Because of the scope of the repairs to Winterhaven Road and Winterwarm Drive, a separate contract was issued instead of performing the work under the as-needed paving contract which is based on estimated quantities and unit pricing and has a dollar limit. FPUD staff issued a request for proposals in August, and three companies responded. Joe’s Paving had the low bid, and DMI had the next-lowest bid at $56,578.58.
