CWA vote entitlement percentage down for Rainbow MWD, FPUD

The San Diego County Water Authority board meeting Dec. 6 approved the 2019 vote entitlements for SDCWA member agencies, and the weighted vote for the Rainbow Municipal Water District and the Fallbrook Public Utility District will decrease from the agencies’ 2018 vote entitlements.

The Rainbow Municipal Water District will have a 3.99 percent share of the CWA’s weighted vote total during calendar year 2019 board meetings. Rainbow had 4 percent of the 2018 weighed vote. FPUD’s weighted vote, which was 2.32 percent in 2018, will drop to 2.30 percent for the 2019 meetings. The U.S. Marine Corps Base Camp Pendleton share of the weighted vote will remain at 0.09 percent.

Rainbow’s weighted vote was 4.04 percent in 2017, 4.07 percent during 2016, 4.08 percent for 2015 meetings, 4.06 percent in 2014, 4.09 percent during 2013, 4.11 percent in 2012, 4.16 percent at 2011 meetings, 4.18 percent during 2009, and 4.20 percent in 2008. FPUD had shares of 2.35 percent for 2017, 2.37 percent during 2016, 2.39 percent in 2015, 2.41 percent during 2014, 2.43 percent in 2013, 2.45 percent for 2013, 2.46 percent in 2011 weighted vote, 2.49 percent during 2010, 2.50 percent in 2009 and 2.51 percent during 2008. Marine Corps Base Camp Pendleton’s allocation was 0.10 percent in both 2016 and 2017, 0.11 percent for 2015, 0.12 percent in 2013 and 2014, 0.13 percent during 2011 and 2012, 0.14 percent in 2010 and 2009 and 0.15 percent for 2008.

The member vote entitlement is calculated based on the total cumulative financial contribution from each agency since the CWA was created in 1944. The contribution amount includes all taxes, assessments, fees and charges paid to or on behalf of the CWA by property located within the member agency’s boundary through the June 30 end of the previous fiscal year.

The cost of water treatment is not included in the total financial contribution, but the totals include standby charges, capacity charges, infrastructure access charges, readiness-to-serve charges, connection and maintenance fees and annexation fees as well as charges for water delivered and sold to CWA member agencies.

The total financial contribution of all 24 CWA member agencies was $13,351,849,353 for the period ending June 30, 2018, an increase from the cumulative total of $12,815,686,182 through the end of 2016-2017 and $12,183,407,729 as of the end of 2015-2016. Rainbow’s cumulative contribution through the end of 2017-2018 was $537,402,274, while the district’s amount through the end of 2016-2017 was $512,577,067, and Rainbow had provided $492,162,417 as of June 30, 2016. FPUD had cumulative contributions of $309,815,064 through June 30, 2018, total payments of $296,928,623 as of June 30, 2017, and contributions of $285,160,167 though the end of 2015-2016. Marine Corps Base Camp Pendleton contributed $12,251,668 through the end of 2017-2018 compared to $12,161,262 as of the end of 2016-2017 and $12,025,086 through the end of 2015-2016.
