The San Diego County Board of Supervisors is also the governing board for the county's Permanent Road Division and, April 10, the Board of Supervisors approved the appropriation of $180,000 to provide road repairs for PRD Zone No. 20 in DeLuz.
The supervisors' 4-0 vote, with Greg Cox at a National Association of Counties meeting, will provide funding to repair Daily Road and surrounding streets.
"I'm glad the funds will be appropriated so the roads and infrastructure will be funded," Supervisor Jim Desmond said.
Permanent Road Division zones, and previously county service areas, are formed at the request of property owners to finance the improvement and maintenance of roads which are not in the county-maintained system. The property owners pay for the cost of improving and maintaining the roads, and the cost share assessed to each parcel is determined by the amount of benefit it receives from the improvement.
PRD Zone No. 20 was County Service Area No. 20 when it was formed in July 1970. PRD Zone No. 20, also known as the Daily Road PRD zone, provides road repair for 19.4 miles of road in DeLuz along with maintenance of nine street lights and currently has 334 taxable parcels.
The use of Permanent Road Division zones instead of county service areas allows creation, dissolution, or boundary changes of road service areas without the Local Agency Formation Commission process. In 1998, the Board of Supervisors created a countywide permanent road division and, in 2000, LAFCO consolidated the county service areas covering roads into the PRD. The county currently has 67 Permanent Road Division zones.
This year's January and February rains caused damage to roads and culverts in two PRD zones; in addition to PRD Zone No. 20, the Valley Center PRD zone which covers Ranch Creek Road was covered by the county supervisors' April 10 action. A state declaration of emergency was issued so the state may reimburse the county and thus the balance in the PRD zone accounts, although there is no guarantee that the state will pay for the repairs.
Board of Supervisors Policy F-41 allows the director of the Department of Public Works to issue job order contracts to repair roads on an emergency basis. Temporary repairs including the placement of metal plates over the road were made to PRD Zone No. 20 and the Valley Center zone to allow residents to use the roads, but permanent repairs will be needed to reduce the risk of additional damage.
The total estimated cost of the permanent repairs for PRD Zone No. 20 is $400,000, but the $180,000 amount is the existing available funding. Additional funds will be available when fiscal year 2019-20 property taxes are paid. DPW will also seek reimbursement from state emergency response funds.
Each PRD zone has an advisory committee and, on Feb. 28, DPW held a meeting with the advisory committee and property owners to discuss funding for the road repairs. The committee supported the use of PRD zone funding for the road repairs.
The repair work is expected to begin in May and be completed by June.
