AECOM given CWA design contract for San Luis Rey habitat restoration, Dulin Hill erosion control

AECOM Technical Services Inc. was given the San Diego County Water Authority design and engineering support contract for the San Luis Rey Habitat Management Area Restoration and the Dulin Hill Erosion Repair projects.

A July 23 SDCWA board vote approved a professional services contract with AECOM for $465,069. The CWA issued a request for proposals for a single contract for the two adjacent sites; the Dulin Hill Erosion Repair consultant work will be for technical support while the San Luis Rey Habitat Management Area Restoration activities will include design, bidding and construction support services.

The San Luis Rey Habitat Management Area Restoration project will create approximately 42 acres of wetlands and other riparian and upland habitat which will provide mitigation for impacts from the CWA’s future capital improvement projects or from CWA operations and maintenance activities.

The project site is approximately half a mile west of Interstate 15 and south of state Route 76. The CWA’s Second Aqueduct crosses the San Luis Rey River in the area, although the Second Aqueduct itself is excluded from the habitat management area.

The CWA acquired the habitat management area in 2005 so that it can be developed into the CWA’s North County habitat mitigation site. The San Luis Rey Habitat Management Area Restoration project is part of the CWA’s Natural Community Conservation Plan/Habitat Conservation Plan.

The construction work for the San Luis Rey Habitat Management Area Restoration project will include grading, planting and temporary irrigation work. Construction is anticipated to begin in late 2021 and be completed in late 2022. After the construction is completed a multiyear monitoring period will ensure the success of the habitat restoration.

The Dulin Hill Erosion Repair project will repair existing erosion located along the Second Aqueduct on Dulin Hill south of the San Luis Rey River. The May 2014 Highway fire burned vegetation on Dulin Hill, and CWA staff discovered erosion.

An erosion repair project to protect the aqueduct pipelines and to implement protection measures which will mitigate future erosion was developed and prioritized. The design was combined with the San Luis Rey Habitat Management Area Restoration Project to create efficiencies with the civil engineering work at the adjacent locations.

CWA staff will perform the design activities for the Dulin Hill Erosion Repair project while AECOM will contribute technical support. New erosion mitigation measures will be identified during design for future installation. The actual construction dates will be determined following the design work and California Environmental Quality Act analysis.

The request for proposals for the design and engineering support tasks was issued April 2. Although AECOM was the only firm to respond by the May 6 deadline, an evaluation of the written proposal and an interview with AECOM confirmed the company’s qualifications and understanding of the scope of work.

AECOM showed a thorough understanding of the project’s technical challenges and of the technical and specialized qualifications required for the project, and AECOM has successfully performed similar projects.
