Simpson Sandblasting given FPUD contract for 2.8M gallon reservoir

The painting and coating of the Fallbrook Public Utility District’s 2.8-million-gallon reservoir in De Luz will be performed by Simpson Sandblasting.

A 5-0 FPUD board vote Monday, Oct. 26, approved a contract with Simpson Sandblasting for the Fontana company’s bid of $648,274.

“The cost came in slightly higher than what we had budgeted for the project, but we are adjusting other projects to stay within the overall capital budget,” Jack Bebee, FPUD general manager, said.

In 2012, FPUD developed a 10-year program to recoat all of the district’s steel reservoirs to protect the steel from corrosion. That recoating program will be completed when the work on the 2.8-million-gallon reservoir is completed.

“We do this to protect the interior of the tanks from corrosion and extend the life of the tank,” Bebee said.

The recoating process is for both the interior and the exterior of the tanks. FPUD prepared a bid package to recoat the 2.8-million-gallon reservoir, and five companies responded by the Oct. 13 deadline. Simpson Sandblasting had the low bid at $648,274. The next-lowest bid of $745,000 was submitted by Capital Industrial Coatings, which is headquartered in Indiana and has a facility in Huntington Beach.

Internal administration and construction management costs will be added to the contract amount, so FPUD expects total expenses of approximately $690,000. The fiscal year 2020-2021 capital budget appropriated $654,000 for the 2.8-million-gallon reservoir recoating. The budget also includes $80,000 for miscellaneous capital pipeline replacement needs and approximately $40,000 of that will be allocated to cover the additional reservoir recoating costs.
