Kirk Paving given Dentro De Lomas resurfacing contract

In December, a Rainbow Municipal Water District water main broke in the 2800 block of Dentro De Lomas Road. The main break caused severe damage to the asphalt pavement, so replacement of the pavement will be required. Rainbow’s board voted 5-0, March 23, to approve a contract with Kirk Paving to provide the repaving.

Kirk Paving, which is based in Lakeside, will restore 17,500 square feet of asphalt pavement. Seven inches will be excavated, and 3 inches of new asphalt pavement will be placed over 4 inches of aggregate base. The work will also replace 500 feet of asphalt berm.

In December 2019, the San Diego County Board of Supervisors authorized the advertisement for bid and subsequent award of contracts to pave 143 miles of county-maintained road including 0.26 miles of Dentro de Lomas from Gopher Canyon Road to the cul-de-sac, 0.08 miles of Felicia Way between Dentro de Lomas and the cul-de-sac and 0.12 miles of Nella Lane from Gopher Canyon Road to the cul-de-sac.

On a countywide basis, the first road resurfacing was completed in August 2020, although that was a crack seal treatment. The first roads with overlay treatment were resurfaced in October 2020, and work on some roads including Dentro de Lomas, Felicia Way and Nella Lane is expected to be complete later this year.

The county’s Department of Public Works is working with Rainbow on the resurfacing of Dentro De Lomas. Due to the impact of the Rainbow work to the pavement conditions, DPW is seeking additional pavement repairs before the resurfacing. The repairs are expected to be completed later this month and the resurfacing is scheduled for June.

“District staff is in constant contact with county of San Diego staff,” Chad Williams, acting district engineer, said.

Rainbow staff prepared a bid package and advertised the project for bid Feb. 8. Twelve firms provided bids by the Feb. 25 deadline.

“To receive 12 is awesome,” Williams said.

Kirk Paving submitted the low bid of $95,250. Jeremy Harris Construction, which is in Riverside, had the second-lowest bid at $99,300.

The cause of the pavement damage will be addressed by Rainbow staff work.

“It’s a high-pressure main and we had a main break,” Rainbow general manager Tom Kennedy said. “We’re installing a new pressure reducing station to lower the pressure on that street.”

The pressure reducing station will reduce the pressure from more than 200 pounds per square inch to approximately 120 pounds per square inch. That will also reduce future maintenance needs for the pipeline.

“Rather than replacing the pipelines we can extend their useful life by reducing the pressure,” Kennedy said.
