Supervisors approve bid process for Village View Park

The San Diego County Board of Supervisors approved the bid and award process for a construction contract for Village View Park.

A 5-0 vote Oct. 20 authorized the director of the county's Department of Purchasing and Contracting to take the necessary actions to advertise the project for bid and award a contract, designated the director of the county's Department of Parks and Recreation as the county official responsible for administering the construction contract, and adopted the environmental Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program.

"I think it's great," said Supervisor Jim Desmond.

In March 2020, the Board of Supervisors approved the purchase of 6.8 acres of land on the south side of Fallbrook Street between Morro Road and Golden Road for use as a local park. Three virtual public meetings were held last year with the input being used to develop a conceptual plan.

"The Fallbrook community has spoken out," Desmond said.

The planned amenities include play areas, a picnic area, a multi-purpose field, an open field, a skateboarding facility, and a dog park. The restrooms will be shaded to reduce energy use and mitigate heat effects. The 68 planned parking spaces include three stalls meeting Americans with Disabilities Act standards, and parking for five bicycles is also planned. More than 100 new trees will be planted, and gardens with native plants will provide local habitat for wildlife. The park will also have multi-use trails.

"I'm excited to see construction going to begin in the next few months," Desmond said.

The construction cost estimate is $2,397,000. The park's total estimated cost of $4,074,000 also includes $1,172,000 for the acquisition, $360,000 of design and environmental review expenses, and $145,000 for project administration, permitting, inspections, and monitoring.

Village View Park is in a census tract in which 81% of residents are considered low-income or moderate-income, so the park was eligible for Community Development Block Grant funding and $1,472,000 of CDBG money will be used along with $1,850,000 of general fund money, $732,000 of Park Land Development Ordinance fees which are collected from developers to fund park improvements in the area of the development, and a $20,000 donation from Fallbrook Skatepark, Inc.

Once the construction is completed the annual operations costs are estimated at $125,000. Those expenses include supplies, services, utilities, and temporary park attendants.

Construction on Village View Park is expected to begin this winter and be complete in fall 2022.
