It’s been a difficult couple of years for students, said Julie Norby, associate superintendent of educational services for the Fallbrook Union Elementary District at the Jan. 28 board meeting.

Norby and Dr. Candace Singh presented preliminary information to the board about the district’s School Accountability Report Cards. A full report will be given at the board’s Feb. 28 meeting. The Jan. 24 meeting agenda, available on the school web page, has details for each school in the district. The results were also scheduled to be posted on the web page by Feb. 1, https://www.fuesd.org/lcap/.

“It’s been a hard time for our kids, and it won’t be fixed in a year,” Norby said. The main difficulty has been COVID-19 and the period when there was virtual learning only. The district kept that to a minimum, but one of the casualties was that most students missed the state tests.

Norby said it’s been complicated over the past three school years with district demographics and COVID-19 issues. Absenteeism has been high, and a true academic assessment is difficult.

In addition, most students didn’t take all the tests, she noted.

She said that with students limited to virtual learning, there are alarming issues.

Norby hinted there would be some good news to share during the Feb. 28 report with math scores.

The district’s Local Control and Accountability Plan states the district is to provide access to relevant, coherent, and rigorous standards-based instructional programs to improve student learning and increase student achievement.

The LCAP is a tool for local educational agencies to set goals, plan actions, and leverage resources to meet those goals to improve student outcomes.

The board unanimously approved the School Accountability Report Card for the following school sites: Fallbrook STEM Academy, Fallbrook Homeschool/Virtual Academy, La Paloma Elementary School, Live Oak Elementary School, Maie Ellis Elementary School, Mary Fay Pendleton School, Potter Junior High School, San Onofre School, Santa Margarita Leadership Academy and William H. Frazier Elementary School.

Updated report cards for each school will be available on the district website when all data is released by the California Department of Education.
