FCPG recommends pedestrian openings for Bonita Market fence

Bonita Market and El Toro Market are adjacent to each other, and the parking lots for the two stores can be accessed from either store. Bonita Market would like to erect a fence, and the Fallbrook Community Planning Group recommended conditions for a site plan exemption.

A 12-0 planning group vote April 18, with three members absent, recommended that the height of the fence be limited to 48 inches, that shrubbery against the fence be included, that trees taken out be replaced, and that each side of the fence has an opening for pedestrian entrance and exit.

“Bonita Market wants to put up a fence to block El Toro from using their parking lot,” said planning group chair Eileen Delaney.

“It’s a civil issue between them,” Delaney said. “I wish that they were able to work out something.”

The planning group can recommend aesthetic and functional aspects of the fence. “Any other concerns are civil matters between the property owners,” Delaney said.

“They’re two separate parcels,” Delaney said. “They can put the fence up. There’s nothing to stop that.”

A proposal for the open pole fence was brought before the planning group on March 21. “This project was denied based on the information we had at the time,” Delaney said.

The additional information caused a reconsideration in April, and planning group members provided requests. “Any trees that were taken out should be put back,” Delaney said.

“I would like some pedestrian openings,” said planning group first vice-chair Roy Moosa. “People will climb over the fence.”

If the site plan exemption is not granted, the fence could still be erected upon approval of a site plan.
