FCPG recommends retroactive site plan exemption for enclosed tower

The owner of the shopping center in the 1000 block of South Main Avenue didn’t realize that he needed a site plan or a site plan exemption to enclose a tower on the premises which was being used by homeless individuals as a toilet, but he is in the process of obtaining a site plan exemption and the Fallbrook Community Planning Group recommended that exemption.

“He was correcting his mistake, and we appreciate that,” said Fallbrook Community Planning Group Chair Eileen Delaney. “He didn’t realize that he had to come before us for a modification, but he did a very good job.”

The planning group voted 12-0 April 18, with three members absent, to recommend the site plan exemption. “It looks good,” Delaney said.

A use other than planned led to the decision to enclose the tower. “It’s not intended to be used as a toilet,” said applicant Roy Salameh.

Salameh and Delaney also both noted that taking away the tower as a bathroom facility for the homeless won’t eliminate the issue of homeless individuals using parts of Fallbrook for personal activities. “We still have a huge homeless problem,” Salameh said.

“We need to figure out good solutions to our homeless,” Delaney said.
