Asphalt & Concrete Enterprises awarded FPUD leak repair repaving contract

Asphalt & Concrete Enterprises, Inc., has been awarded the Fallbrook Public Utility District contract to provide permanent paving of roadway areas FPUD temporarily patched after repairing leaks.

FPUD’s board voted 4-0 May 23, with Dave Baxter absent due to business travel, to award a $52,800 contract to the Santee contractor. The cold mix asphalt used for temporary patching will be replaced with permanent hot mix.

Numerous valve replacements and leak repairs have been necessary since July 2021. FPUD staff temporarily patched 22 sites with cold mix asphalt. FPUD staff had hoped to complete the smaller site repairs internally to mitigate the increasing costs of paving, but additional staff obligations necessitated a request for proposals for a one-time paving job. FPUD staff issued a request for proposals April 21 and two responses were received. Asphalt & Concrete Enterprises had the lower bid at $52,800.

Paving costs for leak repairs are part of the operating expenses budget while paving for valve replacements utilizes the valve replacement capital improvement program budget. Prior to the FPUD board action the valve replacement budget had a balance of $160,000 and the operating budget for leak repairs had a balance of $20,000. The contract with Asphalt & Concrete Enterprises will utilize $34,000 from the capital improvement budget and $18,800 from the operating budget.
