FCPG elects officer, appoints positions

The Jan. 16 meeting of the Fallbrook Community Planning Group included the election of officers and appointment of committee chairs and liaisons. Jeniene Domercq will be the planning group’s new representative to the I-15 Corridor Design Review Board and Scott Spencer will be the planning group liaison to the Fallbrook Historical Society.

The officer elections and appointments were approved on a 14-0 vote with Anna Strahan absent. All four officers were re-elected: Eileen Delaney will continue as planning group chair, Roy Moosa will return as the first vice-chair, Stephani Baxter will once again be the second vice-chair, and Jim Loge will serve another term as secretary.

Domercq, who was also reappointed as the planning group’s liaison to the Fallbrook Chamber of Commerce, takes over the I-15 Corridor Design Review Board representative position from Victoria Stover, who was not re-elected to the planning group. “We’re excited for her new opportunity,” Delaney said. “I’m looking forward to her representing us and she’ll be learning more.”

The I-15 Corridor Design Review Board consists of seven members. Representatives from the Bonsall Sponsor Group, Fallbrook Community Planning Group, Hidden Meadows Sponsor Group, Rainbow Community Planning Group, Twin Oaks Sponsor Group, and Valley Center Community Planning Group serve on the design review board, as does one at-large member.

The I-15 Corridor Design Review Board was created to preserve the visual aesthetics of the corridor, and if the County of San Diego believes that a proposed project may impact the visual aesthetics of the corridor, that project is sent to the I-15 Corridor Design Review Board for input. While the community design review boards only review commercial properties, the I-15 Corridor Design Review Board reviews all structures and also signs.

The I-15 Corridor Design Review Board only addresses aesthetics and does not address issues such as traffic or environmental impacts and thus usually only debates aspects of specific projects rather than the projects themselves. The I-15 Corridor Design Review Board works with developers to ensure that no aesthetic objections exist.

Spencer joined the planning group after being elected in November 2022. There had not previously been a planning group liaison to the Fallbrook Historical Society.

“This is a new position,” Delaney said.

Spencer has been active with the Fallbrook Historical Society. He is the landscape and outdoor displays curator and has been involved with Railroad Heritage Park.

Moosa is the planning group’s representative to the Fallbrook Community Forum and to the Fallbrook Village Association. He had previously represented the planning group in those positions.
