FALLBROOK — According to the California Highway patrol (CHP), on March 27 at approximately 2:12 p.m. Fredrick Vandeusen, 64, of Oceanside, was riding a 2009 Harley Davidson Sportster southbound on Old Hwy 395 at 25 mph on the right shoulder. Carlos Delapaz, 22, of Fallbrook, was driving a 2004 Toyota Celica northbound on Old Hwy 395, at 5 mph, turning left onto Reche Road. As the Celica made its turn, Vandeusen changed lanes to the left into the southbound lane and collided with the right side of the Celica.
