Where are the trash bags coming from?

For the last few months, my wife and I have been disturbed by the numerous ‘trash bags’ that are being ‘placed’ on the center line of Gird Road. They are generally located between Reche Road and the Fallbrook Golf Club.

I shudder to think what may be in these bags. Are any other Fallbrook residents concerned about this?
