    SAN DIEGO - San Diego-based Sempra Energy reported today, Nov. 3, third quarter earnings of $296 million, or $1.22 per diluted share, compared to $131 million, or 53 cents per diluted share, in the same period last year. For the first three quarters of the year, the owner of San Diego Gas & Electric and Southern California Gas Co. had earnings of $1.1 billion, or $4.40 per diluted share.     FALLBROOK - Peggy Kesterson of the Friends of the Fallbrook Library has announced the results of the public voting for placement of the flagpole at the Fallbrook Library. With 268 votes counted, 60 percent of voters preferred the location of the Alvarado Street entrance to the library.
