RWQCB approves amendments to Las Pulgas Landfill expansion

The Regional Water Quality Control Board approved amendments to the design plan for the expansion of the Las Pulgas Landfill on Camp Pendleton.

The amendments approved May 11 allow for the use of either a non-woven geotextile or a plastic cover on areas of the side slopes which are too high on the slope to be covered by the initial placement of the protective soil cover, modify the specifications for the geotextile from a specific fabric density to “filter fabric” for use within the subdrain system, and modify the maximum diameter of stones which would be left in place on the prepared subgrade from half an inch to three inches. Revisions were also approved for the design specifications of the protective cover soil and the leachate collection and removal system.

“It was just a modification of the geotechnical design,” said RWQCB engineering geologist Amy Grove. “They were minor modifications.”

The Las Pulgas Landfill has been owned and operated by the United States Marine Corps since 1971. The contents of the 39.4-acre municipal solid waste landfill do not include hazardous material.

The slope and liner system of the Phase I expansion unit failed, which led to a cleanup and abatement order and subsequently a corrective action plan. The Marine Corps ceased operation of Phase I in December 2007. The corrective actions for Phase I include removal of approximately 250,000 cubic yards of waste which will be relocated into Phase II (the Phase I corrective actions also include an analysis whether the base liner system can be salvaged or if the liner system needs to be replaced). The implementation of the Phase I corrective actions will commence upon completion of the Phase II construction.

The Marine Corps requested the revisions for the Phase II design in January. The revisions provide flexibility for design and construction which will be cost-efficient but still meet state and Federal standards.
