One business gets stamp of approval

In need of a few stamps on a Saturday, I went into <a local mailing store>. I asked if they sold stamps and the clerk asked how many I needed. I replied, “About three dollars worth.” After a moment, he said he would sell me four stamps for three dollars.

What? I couldn’t wrap my brain around that calculation. Excuse me; four 42-cent stamps for three dollars? Come to find out, the [mailing store] charges 65 cents for a 42-cent stamp. I took my three dollars and said, “Forget it.”

Then I went to the Hallmark store. Is there a surcharge on stamps in your establishment? “No, certainly not” was the reply. I was able to purchase seven 42-cent stamps for my three dollars. Hallelujah! Honesty in business.

Question: Is it legal to sell a federal item for more than the “list” price?
