    Three Fallbrook groups were allocated Neighborhood Reinvestment Program or Community Enhancement funding during the September 14 San Diego County Board of Supervisors meeting. The supervisors’ 5-0 vote allocated $10,000 to the Fallbrook Historical Society, $6,000 to Riding Emphasizing Individual Needs and Strengths (REINS), and $5,000 to the Fallbrook Music Society.     Cars were virtually parked on State Route 76, Old Highway 395, and Interstate 15 when the Pala Raceway hosted the Pala Motocross National on Saturday, Sept. 11. Thus far though, I’m appalled at how Caltrans has skewed its report to favor the Existing Alignment Alternative rather than provide a fair and equal comparison between it and the Southern Alignment Alternative.     Caltrans is obliged to analyze two viable routes for SR76 East in the Draft Environmental Impact Report (DEIR) - the Existing Alignment and Southern Alignment. However, the DEIR makes an unsupported claim that kills the Southern Alternative. The unsupported claim is that the Southern Alternative requires relocation of the Vessel’s Ranch.
