    A diverse group of people participated in the 17th annual Veterans Day Parade in Fallbrook. Veterans of World War II, Iraq and everyone in between were included in the lineup according to VFW member Marc Sigmon, who chaired the Nov. 11 parade for the second year in a row.     The Fallbrook Public Utility District board of directors held a special board meeting the evening of Nov. 15 to provide background information regarding proposed water rate increases and to allow customers the opportunity to give their input regarding the rate hikes.     Two Bonsall parcels and two Pala parcels have been given land use and zoning changes in the most recent proposed updates to the county's general plan. A 5-0 San Diego County Board of Supervisors vote Nov. 15 approved the changes for the Bonsall parcels, which are planned to be part of the future San Luis Rey River Park, and the Pala property, which was determined to be on private land rather than on the Pala Indian Reservation.     BONSALL – The San Diego County Medical Examiner's Office is investigating the discovery of human remains found Nov. 16 near the Bonsall Bridge near state Route 76.
