    The Regional Water Quality Control Board adopted waste discharge requirements for the proposed Orange Grove Energy power plant in Pala. The 6-0 RWQCB board vote from December 16 covers requirements for the use of recycled water for the cooling tower, toilet flushing, landscaping irrigation and the discharge of domestic wastewater.     VISTA – Vista’s Off Broadway Theater will be holding auditions for a youth production of Snow White and the Seven Dwarfs on Monday, January 4 from 4 p.m. to 9 p.m. for youth ages seven to seventeen years only.     FALLBROOK – The Fallbrook Senior Travel Club is planning a trip to Pauma Casino on Monday, Feb. 15. The cost is only $7 and includes the driver’s tip.
