I want assurance from SDG&E

We received a letter today detailing how, if certain criteria are met during high winds, that SDG&E will cut our power. After all the suffering caused by their lack of line maintenance, by not clearing dead trees away from their transmission lines, now this.
SDG&E tells us to make a plan. How do you plan for electricity arbitrarily being cut off for someone who sleeps with a CPAP machine because of sleep apnea or an asthmatic who needs power for a nebulizer? By buying an expensive gas-powered generator?
What does SDG&E offer to ameliorate the situation for those who will be much more than...
