County to replace culverts in Bonsall

The San Diego County Board of Supervisors voted 5-0 June 21 to authorize the advertisement for bid and subsequent award of a contract for asphalt resurfacing and culvert replacement on various county roads, and the contract will include the replacement of three culverts in Bonsall.

Two culverts on Dentro De Lomas Road and one culvert on Old River Road are among the culverts to be replaced in the current cycle. The entire project is expected to begin in September and be completed in three to four months.

The county’s Department of Public Works utilizes a pavement management system which incorporates field review and mechanical data collection to determine which roads require resurfacing or replacement of storm drain facilities. Structural deterioration of roads is measured visually by assessing the degree and type of cracking along with surface deformation and surface defects. Pavement management software is also used to validate and categorize surface distress discovered during field data inspection. Storm drain pipes are visually inspected and recommended for replacement prior to resurfacing.

The information DPW collects is used to prioritize road resurfacing and culvert replacement projects. Utility companies are notified so that they can schedule trenching work on affected roadway segments before the asphalt resurfacing begins. Community planning and sponsor groups in the affected areas are notified of the hearings to award the resurfacing and culvert replacement contracts.

The plans and specifications for the resurfacing and culvert replacement project are now complete. The Dentro De Lomas work will replace a 38-foot culvert 3,420 feet east of Milepost 1.0 and a 40-foot culvert 3,495 feet south of Old River Road at Vista De Lomas. A 48-foot culvert will be replaced along Old River Road 2,490 feet south of Dentro De Lomas.

Although there will be no asphalt concrete resurfacing for the entire road segments in Bonsall, the culvert replacements will require trenching and the trenched locations will be resurfaced after the culvert installation is complete.
