    I am adding my voice to those who have already spoken and written against the proposed rate increases by the FPUD Board of Directors. In reviewing their proposal, it is obvious that setting annual increases relieves the board as well as the staff from tightening their financial belt as the rest of us have to do.     Within the past month, five scouts from Manhattan Beach, Calif. launched a high altitude balloon. This balloon goes up into the atmosphere at least 100,000 meters and expands to about 25 feet across. Attached to the balloon is a payload containing many experiments such as what would happen to popcorn in a high altitude.     The donated items from generous Fallbrook residents to help hurricane hit Rockport, Texas, were delivered last Monday to be distributed to people in need there.     This is just plain outright robbery/stealing, whatever you want to call it, from everyone in Fallbrook. These proposed rate hikes will cause a domino effect to the entire town; people will stop spending, eating out and buying in general.     I am writing in opposition to the outlandish proposed rate hike by Fallbrook Public Utility District. I own 1.27 acres off Camino De Nog. In order to conserve water, I have replaced all of my turf with 6000 sf of artificial turf and put my remaining trees and shrubs on drip systems. We use commercial car washes, and purchase drought tolerant shrubs and ground cover.     I intended to write earlier to provide feedback to the huge water price increases by FPUD, but was so shocked at the proposed increases of from 99 percent to 124 percent over five years, that I needed more time for research.
